PROJECTS > SBR Lift Core and Effluent

Project Background
The Ministry of Energy, Water and Communication had awarded the Jelutong Sewerage Treatment Plant to WWE Holdings Berhad. The Jelutong STP, designed with the ultimate capacity of 1.2 million PE is to be constructed on a 14.7 hectares of reclaimed land and will treat the entire raw sewage from Georgetown, Penang.

Prior to invitation by WWE to submit bid for the above-mentioned structures, Asia Baru was at the time carrying out the construction and completion of two (2) Anaerobic Digester Tanks as a sub-contractor for Cipta Wawasan Maju Engineering Sdn. Bhd. (CWM), the process contractor appointed by WWE to carry out the process unit M&E works.

Impressed by Asia Baru's speed and quality of workmanship in the construction of the digester tanks, WWE invited Asia Baru direct as Main Contractor to submit bid documents in June 2007.

Negotiation on prices ensued and the Letter of Acceptance (LoA) was issued by WWE on 16th August 2006, stipulating the commencement and completion date as 23rd August 2006 and 8th January 2007 respectively. However, due to some onerous clauses in the LoA, request to amend the specific clauses on payment terms and amount of LAD were made and agreed upon by the parties, before the LoA was duly signed and accepted by Asia Baru.

Upon fulfillment of all conditions precedent, the constructional plant and machineries which were being used in the Digester Tank were utilised immediately at the UV Channel on 23rd August 2006 as stated in the LoA. However, for the Liftcore, the possession of site by Asia Baru was delayed by 15 days due to obstruction of materials/piling machineries (owned by others). In short, the Liftcore site could not be taken over because it was not free of encumbrances.

Briefly, the Works under the Contract comprised the construction and completion of the following structures:

> SBR Liftcore: A 5 storey hexagon - shaped building including mild steel link bridge and porch.

> Disinfection UV channel complete with structural steel roof.

Project Methodology
For Lift Core, the piling works (spun piles) were carried out by others. After incidental excavation to the required level, the position of piles at each pile group was checked and the spun piles cut off using concrete cutter and concrete plug complete with rebar. All the piles position was within the tolerance specified. The construction of the sub-structure started on 1st October 2006 and completed structurally in mid of January 2007. The brickworks and finishing works started on early December 2006 and completed by end of February 2007.

At UV Channel, temporary cofferdam (7.5m x 7.5m in plan by 12m length using FSP III sheetpile and 600mm x 300mm x 170kg/m I-beams as waller and brace) was required for the construction of UV Channel's outlet. The outlet was founded about 3m below the former reclaimed land with high ground water table and sandy material but supported by dynamic compacted stone columns at some specified grid (by others).

Although the Link Bridge and Porch were part of the original scope of works under PROVISIONAL Sum items, WWE opted to award these two (2) items by way of Purchase Order (P.O). Both of these 2 V.Os works were completed on 24/3/2007.

Upon completion of the temporary cofferdam, incidental excavation was carried out and the construction of the outlet structure followed and completed within 2 months. Thereafter, structural backfilling was carried out such that the adjacent floor slab at 3.5m LSD, etc. could proceed. The structural works at the UV Channel started on 23rd August 2006 and was completed in mid-January 2007. Filling water for carrying out water tightness testing started on 23th January 2007. However, due to low water pressure available from PBAPP's main and leakage at common SBR tank wall (constructed by others), the channel was only tested and passed on 28th March 2007, after almost 2 months.

The overall works were practically completed on 24/3/2007. The delay in completion was attributed mainly to late possession of site for liftcore, obstructions caused by others and variation works for link bridge and porch.

Except for the defect work on plastered finish to external wall of Liftcore, all minor outstanding and defective works had been rectified and cleared by the Consultant/WWE on 11th April 2007. All duly tagged door keys had been officially handed over to WWE on the same date.

With spray tile mock-up, approval was given by WWE/Architect (AUSB) on 28th August 2007 to rectify the external plastered wall with spray tile. The said spray tile started on 5th September 2007 and was completed and handed over to WWE by 27th September 2007.

Certificate of Practical Completion indicating completion date on 13th June 2007 had been issued by WWE.

Notwithstanding the above, the completion of the above project adds to the list of sewerage related job undertaken successfully by the Company.
