Project Background
Pakej 6B - Construction and Commissioning of Residuals Treatment Plant, Pipelaying and Associated Works at New Ngoi Ngoi Treatment Works Phase 1

The New Ngoi-Ngoi Water Treatment Works, Phase 1 of nominal treated water output capacity of 150 Mld is part of the Triang Water Supply Scheme. Construction for various works components of the treatment works was divided into three (3) contract packages, i.e. Contract 6A, 6B & 6C. The major earthwork for forming of site platform for various works components within the site are to be carried out under Contract 6A.

The Works under this Contract 6B was for Construction and Commissioning of Residuals Treatment Plant, Pipelaying and Associated Works, which, when completed, will enable treatment of sludge/residuals generated by the 150 Mld water treatment plant. Syarikat Air Negeri Sembilan Sdn Bhd (SAINS) awarded the Contact 6B to Casavest (M) Sdn Bhd, which in-turn has sub-contracted the physical works to Asia Baru Construction Sdn Bhd. This include all civil, structural, M&E Works and all associated works.

Briefly, the scope of works comprised the following major components:-

- Residuals/sludge treatment system and buildings
* Residual balancing tank
* Residual settling tanks (4 nos.)
* Residual storage tank
* Pump house and decanter room
* Residual thickening tank
* Residual storage yard
* Emergency plant residual lagoon and ancillary works
* Residual landfill site
* All residual treatment system including transfer pumping system, polymer dosing system, stirrers, centrifuge decanter, control system, mechanical and electrical works.

- Pipelaying works for
* Raw water outlet portal and manifold pipework
* 1200mm diameter raw water pipeline
* 1100mm and 800mm diameter treated water pipelines
* Pipejacking works crossing main road junction (Jalan Kelawang)

- Testing and commissioning of all the works components.

Project Methodology
Upon receipt of Letter of Award, a kick-off meeting was held between the Client (SAINS), Consultant (SMHB) and Contractors from Contract 6A, 6B & 6C to discuss the site coordination matters, whereby there will be three (3) contractors working concurrently within the Ngoi-Ngoi Treatment Works site. The Client made known that possession of site within the treatment works for Contract 6B and 6C will be in March 2010, at the earliest. With this information, Asia Baru inevitably shall commence works for the pipelaying works while awaiting for the residual treatment plant site to be made ready by Package 6A Contractor.

Upon delivery of mild steel pipes and fittings to the site, pipelaying works commenced in early March 2010 and progressed smoothly. Pipejacking works also commenced in May 2010 after JKR approval and work permit was obtained. Except for the raw water outlet portal which has yet to be handed over by Triang Dam Contractor, most of the pipelaying works were completed by December 2010.

Commencement of reinforced concrete works at residual treatment plant site commenced in April 2010 when Contract 6A successfully handed over the completed finished platform. Due to the compactness of the main residual treatment building/tanks and the congested nature of the site, maneuverability and interfacing with other contractors were the major challenges experienced during the construction works at the site. Nevertheless, with the proper site coordination and closed cooperation from all parties, the works progressed smoothly and completed in May 2011 as scheduled.

However, testing and commissioning of the system was unable to carry out until the completion of works under Contract 6A in January 2012, i.e. the 1st approved extended Completion Date. The Contract were further extended as there was no raw water available from other contract packages under Triang Water Supply Scheme. Finally, testing and commissioning was carried out in July 2014 upon availability of raw water for operation of the water treatment plant.
