PROJECTS > Alteration Of Water Mains At Jalan Jim Quee And Tanjung Puteri, Johore Bharu

Project Background
This contract package forms part of the overall development of project for the Design, Construction, Completion and Commissioning of Integrated Customs, Immigration and Quarantine Complex in Johor Bahru, Johor, which was generally referred to as Gerbang Selatan Bersepadu Project.

There are two (2) nos. 1600mm diameter treated water pipelines at Jalan Jim Quee and two (2) nos. 1600mm diameter treated water pipelines and one (1) no. 1800mm diameter raw water pipeline at Tanjung Puteri which need to be permanently relocated to facilitate the construction of new bridge, road and monsoon drain, associated with the Gerbang Selatan Bersepadu Project.

These pipelines are presently conveying treated water and raw water from Johore State to Singapore and are owned by the Public Utility Board (PUB) of Singapore.

Briefly, the scope of works for this contract package comprises the following major components:

> Supply and deliver to the site approximately 1800m long of 1600mm diameter and 210m long of 1800mm diameter mild steel pipes and associated specials, fittings and joint materials.

> Excavate, lay and joint 1600mm and 1800mm diameter mild steel pipeworks including filling and forming of embankment/platform wherever required.

> Expose existing pipelines at the points of inter-connection (10 locations), make preparation for cutting of existing pipes for jointing to the proposed new pipelines.

> Pressure testing, sterilisation, flushing and commissioning of the proposed new pipelines.

> Retrieve existing pipes when required.

In view of the anticipated difficulties in the laying of the proposed new pipelines in down town area of Johore Bahru and sensitivity of water supply disruption to Singapore during inter-connection works, the Turkey Contractor, Gerbang Perdana Sdn Bhd only invited Class 'A' contractors experienced in the laying of big diameter pipelines to participate in the tender for this contract package. Casavest (M) Sdn Bhd being one of the invited tenderers was awarded the contract due to the Company's experience, track records and commercial competitiveness. Asia Baru Construction Sdn. Bhd. was appointed as sub-contractor by Casavest to carry out the pipelaying and associated works.

Project Methodology
Upon receipt of the Letter of Acceptance (LOA), Contractor All Risks and Workmen Compensation insurances were submitted to Gerbang Perdana. Thus fulfilling all the conditions precedent before commencement of physical works. Within one (1) week from the date of LOA, manpower and machineries were mobilised to the site to carry out trial pits to locate the exact position and levels of the existing PUB pipelines. Licensed surveyor was engaged to determine the exact coordinates and reduced levels of these pipelines and correlated to the overall Master Survey Plan developed earlier by the Turnkey Contractor. Underground utilities detection survey was also carried out to determine and confirm the existence of various underground utilities within the proposed pipeline alignment.

While the site management team was sorting out with the Consulting Engineer / Planner to finalise the proposed pipeline alignment, the head office project management team was finalising with Casavest for the procurement of mild steel pipes, specials and fittings. This has enabled the first batch of pipes to be delivered to the site on 5th January 2005, i.e. 23 days after the receipt of LOA.

However, the physical pipelaying works at site only commenced on 21st February 2005 due to the late approval by PUB / Singapore Government. Although the commencement of physical pipelaying works was delayed by 1.5 months, Asia Baru Construction Sdn. Bhd., being an experienced and responsible contractor had engaged additional manpower and machineries to expedite the pipelaying works in order to meet the original Date of Completion, i.e. 13th July 2005.

Towards the completion of all the pipelaying works under the original scope of works, Gerbang Perdana instructed the Package Contractor to carry out additional works i.e. laying of additional pipelines and retrieval of the existing PUB pipes after commissioning of the new pipelines laid under this Contract. Accordingly, the Contract was extended to 15th December 2005. However, due to the amendment of bridge design, an additional 650m of PUB water mains need to be diverted for construction of permanent link bridge. Physical pipelaying works for this works (deemed as Phase 2) started on 8th February 2007 and was completed on 30th August 2007. The delay in completing the project (original scheduled completion on 31st May 2007) was mainly due to the frequent and late amendment of inter-connection points and alignment by the Consultant. The capability of Asia Baru in completing the whole package under such an unfavourable site condition was indeed an achievement and has gotten praise from PUB.
